Start Setup Payroll

Start setup payroll wizard for the year of the first planned payroll in our system if eesPaidInCurrentYear parameter is set to True.
If eesPaidInCurrentYear parameter = False then the record is created with Finished state.

All eligible employees are added to the setup payroll at creating.

Setup Payroll Wizard State: DataEntry (Finished when eesPaidInCurrentYear param = false).
