Access: System, Admin, and ClientAdmin users only.
The endpoint returns the saved verification tax setup when it already exists; otherwise it constructs a default tax setup from the W-4 request snapshot and current company configuration.
The response uses the shared onboarding tax setup contract that is also used by other onboarding endpoints.
